I don't know yet if this new major version will be available soon in the official updates for fedora or in EPEL (4.2.x for now), and version 4.0.x will stay in EPEL-6 (dependency on MySLQ 5.5). So, it is already available for fedora 17 to 21 and enterprise linux 5 to 7 in the remi repository.

yum --enablerepo=remi install phpMyAdmin
